Keeping images on the same page as headers

Hi,

Can anyone please tell me if there is a way to keep headers on the same page as images (that are placed directly below)? I've tried 'page-break-after:avoid' after the headers, but no joy!

I'm wanting this to work with the Kindle Fire, as well as other readers.

All help would be much appreciated!
